We can go ahead and rule out The Killers because they are playing in the UK that whole weekend. We can also pretty much count out AJR and Alanis Morrisette due to shows at Riverbend within a few months of Bunbury, as well as everyone on The Homecoming lineup.
EDIT: BROCKHAMPTON is out, they are in Europe that weekend

Andrew McMahon is out. Playing shows all three of those days. The Beaches and Bleeker are on that tour too, so are out as well.

Here are some more possible: -Manchester Orchestra: At their Brew Dog festival a few months ago, they mentioned taking a little break this winter and hitting a lot of festivals over the summer with a new album
-Upsahl: Opened for the CD102.5 holiday show and made a comment around the lines of "I might be seeing some of you in Cincinnati this summer"
-Glass Animals: Looks like they are coming out of the wood works after their bus accident and starting to announce some dates

I saw that there is someone who has a decent track record of leaking names for Bonnaroo claiming Bleachers were going to be there this summer so they might be active again (he's been in the studio a ton so I would have to think a new album is at least being worked on). Could be possible?
We are getting really close to that time of the year that people start announcing tours and late spring shows that will hit around the MidWest that weekend.

I was told from my friend in CAAMP that they were in talks with Bunbury earlier, but never if they signed anything

Their new song “Peach Fuzz” is all over Alt Nation and the Spectrum. It’s really cool.

Milky Chance announced a bunch of new dates. They play Louisville in May but have no Ohio dates currently listed.
Right now the last date on the schedule is May 20th in Los Angeles. There is certainly a possibility that more dates could be coming.

American Authors Magic Giant G Love and Special Sauce Cold War Kids Trampled By Turtles J Roddy Walston Tall Heights Electric Guest Saint Motel The Revivalists Tank and the Bangas Sturgill Simpson Tyler Childers COIN Awolnation Add Bad Religion and Alkaline Trio to this. They just announced a tour and stop in Pittsburgh and Columbus in April (both at Stage AE and Express Live) but no Cinci date. They would definitely fit the punk rock / older rock band boxes that Bunbury's been booking the past few years.

They're definitely up to something, they've changed all social media profile pics to black and their website is completely black as well. All instagram posts have been deleted. Their website briefly shows the words Grouplove: Blackout" before fading to black so I figure they're hyping up new music. Definitely possible for Bunbury and LONG overdue considering they play just about every festival and only played Bunbury's inaugural year in 2012.

They DEFINITELY put on an insane live show, I've seen them twice and won a radio contest and got a private acoustic set and m&g. They're the real deal and would be a phenomenal get.

I met with my source for the blue jackest game last night and got some more info. I asked about the lineup as I always do, and I got some confirmations on who is NOT a headliner:
The following artists were confirmed to NOT be a headliner: -Red Hot Chili Peppers -Vampire Weekend -Lizzo -The Flaming Lips -Lana Del Rey -Green Day -Weezer -Fall Out Boy -Taylor Swift (duh) -Cage the Elephant -The Head and the Heart
I think it's important to note that my source has a history of kind of playing with words. They said "NOT a HEADLINER" which means that it's possible that they might be in the #5 spot or something.

Anyone from the Hella Mega Tour (Green Day, FOB, Weezer, The Interrupters) are already out for sure since they're in Europe that weekend. I Given their billing at other festivals, I'd have to think Vampire Weekend would be a headliner if they were booked. I'm going to call them very, very unlikely. Same with RCHP, Taylor Swift, and Lizzo. If they're booked, they're a headliner. As you mentioned, Cage and Lana seem likely for Forecastle, and I believe they'd be headliners if booked for sure as well. That leaves The Flaming Lips and The Head and the Heart. I think these two are very possible high undercard acts. The laming Lips may be enough for #4 or 5, but I'd put them more as a 6-8. The Head and the Heart seems like they could be anywhere from 6-12 depending on the lineup. I vote to put them in the possible category, and count the rest out.

Over on Inforoo someone dropped that The Strokes were pursued to pre-headline for Lizzo but Strokes were only interested in headlining so they aren't going to be there. They feel like a possible Bunbury headliner (or potentially Forecastle I guess). I'd say they're possible for both, and I would be happy to have them at either. I could see why they'd turn down that slot. They headlined a day at Lola last year and are now being asked to sub-headline under an artist that wasn't even relevant at that time last year? I get it.
