While not Columbus, Angels and Airwaves is coming to Detroit and Cleveland! Sold out instantly too Source told me that the Angels and Airwaves team reached out to them to try to add a Columbus show since their tour sold out so fast.

I was under the impression that the only thing it covers is if you are in some life threatening hospital visit and even that is next to impossible for them to refund your ticket price

I bought tix to both of these shows in Cincy on discount, but haven't seen any CBus discounts yet. I paid $29.50 for Blink @ Riverbend and $20.00 for Outlaw Fest in a 4 pack with others for $80 total out the door. Not too shabby.
On a side note, I did see Blink announce they are performing the "Enema of the State" album in it's entirety along with other hits as well. I am a sucker for full album shows, so that struck my interest at least.
